Is Cyprus Included in EU Roaming? (Northern Cyprus Isn't)

Yes. The Republic of Cyprus is an EU member state, so EU "Roam Like at Home" rules apply there. If you have an EU SIM, you can use your normal calls, texts and data in Larnaca, Limassol, Paphos, Ayia Napa and the rest of the south at no extra charge (subject to your operator's fair-use policy).
There are two important exceptions: Northern Cyprus isn't covered, and UK networks are no longer bound by EU roaming rules.

EU Roam Like at Home in Cyprus
EU Regulation 2022/612 extended Roam Like at Home from 1 July 2022 until 30 June 2032. It means EU mobile customers pay domestic prices when travelling in other EU countries, and Cyprus is one of them. Operators can apply a fair-use limit on data, so if you plan to stay long-term or use a lot of data, check your operator's policy.
Why Northern Cyprus isn't included
EU law is suspended in the areas of Cyprus not under the effective control of the government (Protocol 10 of the 2003 Act of Accession). The north also uses different mobile networks (KKTCELL and KKTC Telsim). As a result, EU and UK operators normally treat it as outside their EU zone. UK travellers: Brexit changed the rules

Watch out near the Green Line
In Nicosia and near the buffer zone, your phone can connect to a northern network even though you're still in the Republic. Your home network may then charge non-EU rates. Choose Vodafone or Epic manually in your network settings to stay on a Republic of Cyprus network.
